In the current talent acquisition market, employers have choices on how to identify and engage contingent workers. These options may differ depending on the reason for the vacancy or the project that is being staffed.

Another big factor to consider is how complex or readily available is the skill required?

Typically, a manager will know a specific candidate from his network and therefore is more inclined to reach out to them first. The second step a manager will face is how to engage the candidate correctly, which can become a very cumbersome process.

Most managers prefer the freedom of engaging their network as they perceive this as simpler, quicker and less risky way to recruit.
